A shipment of red sandalwood arrives at Yokohama port in Japan, where workers are shocked to find Pushpa hidden inside one of the containers. He demands payment for the consignment, but an ambush leaves him shot and falling into the sea, triggering a flashback.
Following his humiliation of SP Bhanwar Singh Shekhawat, Pushpa becomes a powerful smuggler, forcing Shekhawat into hiding. Disguised as a laborer, Shekhawat secretly intercepts a massive sandalwood shipment, plotting his revenge.
Pushpa, meanwhile, seeks political power by meeting Andhra Pradesh’s Chief Minister, Narasimha Reddy. When denied a photograph with the CM to avoid controversy, Pushpa vows to topple the government.
